Recent and Upcoming Changes in the SENT System

Recently, many important pieces of information have emerged regarding changes in the operation of the SENT system, which may impact your business. Below, we present key issues to keep in mind:


1. Obligation for SENT Notifications by Carriers from Non-EU, Switzerland, and EFTA Countries

As of November 1st this year, an amendment to the law came into effect, imposing an obligation on carriers from third countries to submit notifications to the SENT system. This change concerns international road transport of goods through Poland and complements the existing obligations of entities sending and receiving goods.


2. Planned Tightening of SENT Regulations

The legislative work schedule of the Council of Ministers includes a draft amendment to the SENT Act, which introduces:

  • Financial penalties for failing to close a transport notification in a timely manner or inappropriately – this will cover all receiving entities, significantly tightening the regulations.
  • Elimination of exemptions for inter-warehouse transport – transports of sensitive goods between locations of the same entity will be subject to monitoring.
  • Inclusion of ready-mix concrete transport in the SENT system – also applicable to recipients who are individuals.

The expected implementation date for these changes is spring 2025, although the exact date has not yet been confirmed.


3. Requirement for Advanced Access to PUESC from February 1, 2025

From February 1, 2025, the technical rules for using PUESC will change. Sending messages related to closing SENT notifications will only be possible for entities with advanced (extended) access to PUESC. We recommend verifying your current authorizations and updating them as needed as soon as possible.
